The 1992 redistribution -------------------------------------------------------------------- The 1991 Electoral Act abolished the zonal system which had existed since 1947, and specified that all 89 districts must have equal enrolments. The only exceptions were the five districts with areas larger than 100,000 square kilometres (Charters Towers, Cook, Gregory, Mount Isa and Warrego). These five districts had an average enrolment of 16,642. The other 84 districts had an average enrolment of 22,244. The abolition of the zonal system meant that the redistribution which followed passage of the Act resulted in a net transfer of eight seats from rural areas to urban areas. The country areas lost five seats and the far west and north lost three seats. Correspondingly, Brisbane gained four seats, the Gold Coast gained two seats, the Sunshine Coast gained one seat, and the Rockhampton area gained one seat. * In the far west and north, Roma and Balonne were abolished, while Flinders and Peak Downs were merged to create Charters Towers. * In the country areas, Auburn, Bowen, Broadsound, Carnarvon, Condamine, Mourilyan and Somerset were abolished, while Crows Nest and Western Downs were created. * In the provincial cities, Rockhampton North and Port Curtis were abolished, and replaced by Keppel, Fitzroy and Gladstone. Townsville East was replaced by Mundingburra. Isis was renamed Hervey Bay. * South of Brisbane, South Coast was abolished, and new seats of Broadwater, Burleigh and Merrimac were created. Fassifern was renamed Beaudesert. * North of Brisbane, Cooroora, Glass House and Landsborough were abolished, and new seats of Caloundra, Maroochydore, Mooloola and Noosa were created. * In Brisbane, Manly, Merthyr, Nundah, Pine Rivers, Salisbury, Sherwood, Stafford, Toowong, Windsor and Wolston were abolished. They were replaced by Bundamba, Capalaba, Chermside, Clayfield, Cleveland, Ferny Grove, Inala, Indooroopilly, Kallangur, Kedron, Kurwongbah, Mount Ommaney, Sunnybank and Waterford. After the redistribution, Labor held a notional 59 seats (up 6), the Nationals a notional 22 seats (down 5) and the Liberals a notional 8 seats (down 1). The 1991 Act made a number of other changes, mostly corresponding to changes in federal election law made by the Hawke Labor government in 1984. These were: * Candidates appeared on the ballot paper in random rather than alphabetical order. * Candidates were no longer required to nominate using their full name. So Demetrios Fouras in 1989 became Jim Fouras in 1992. * Preferences were to be fully distributed, creating a definite two-candidate majority in each district. * Preferential voting became optional, so that voters could exhaust their votes rather than number every candidate. (This change did not follow the federal Electoral Act.) Summary -------------------------------------------------------------------- Wayne Goss led Labor to second convincing victory at this election, defeating the Nationals and Liberals under their new leaders Rob Borbidge and Joan Sheldon. Labor's primary vote fell slightly, but so did the primary votes of the Nationals and Liberals. The National vote in the Brisbane seats recovered from the low point of 1989, but not enough to win any of them. Labor won Mount Ommaney from the Liberals, but lost Aspley to them. Labor lost four regional seats to the Nationals. Relative to the result of the 1989 election, Labor gained one seat from the Nationals, but since the redistribution had given Labor six new seats, the result represented an actual loss of five seats. This second defeat convinced the Nationals and Liberals to end the feud between the two parties which had begun with the breakup of the Bjelke-Peterson Coalition government in 1983. After the election a new coalition was formed, with Sheldon becoming Deputy Coalition Leader and shadow Treasurer.
