QUEENSLAND ==================================================================== LEGISLATIVE ASSEMBLY ==================================================================== THE FORTY-EIGHTH PARLIAMENT ELECTED 15 JULY 1995 ==================================================================== The Forty-Eighth Parliament was opened on 5 September 1995 and dissolved on 19 May 1998 Sources -------------------------------------------------------------------- Election Commission of Queensland, Queensland Parliament website Summary -------------------------------------------------------------------- Wayne Goss's Labor government suffered a severe setback at this election, losing nine seats and winning only 45 seats out of 89, a majority of one. Labor's primary vote fell to 42.9, while the National and Liberal parties polled 49.0% between them. Labor lost four Brisbane seats plus Barron River in the north to the Liberals, and two Brisbane-area seats plus Mulgrave in the north to the Nationals. Labor also lost the supposedly safe seat of Gladstone to an independent. Goss formed a new ministry after the election, but Labor's hold on office depended on its 16-vote majority in the Townsville seat of Mundingburra. When this was overturned by the Court of Disputed Returns and a fresh election ordered, the survival of the Goss government was at stake. Labor disendorsed the troubled sitting member Ken Davies (although Goss had just made him a minister), and ran the popular mayor of Townsville, Ton Mooney. Davies then accused Labor of corruption and nominated as an independent candidate. This ensured that the Liberal, Frank Tanti, would win. This left both Labor and the Coalition with 44 seats, with the independent Liz Cunningham holding the balance. When she declared for the Coalition, Goss resigned. Nationals leader Rob Borbidge and Liberal leader Joan Sheldon then formed a coalition government, the first since 1983. Only three members of this ministry had served under Russell Cooper, and none had served under Joh Bjelke-Petersen. Borbidge's government was plagued by the repercussions of the corruption scandals of the Bjelke-Petersen era. His failed attempt to reduce the powers of the Criminal Justice Commission created by Goss led to a backlash among urban voters, while the rise of Pauline Hanson's One Nation party threatened the Nationals' rural and provincial base. Meanwhile, Goss resigned as Labor leader in February 1996 and was succeeded by Peter Beattie, formerly a reforming Labor state secretary and briefly a minister in Goss's last ministry.
