TASMANIA ======================================================================== HOUSE OF ASSEMBLY ======================================================================== THE THIRTY-EIGHTH PARLIAMENT ELECTED 28 JULY 1979 ======================================================================== The Thirty-Eighth Parliament was opened on 11 September 1979 and was dissolved on 27 March 1982. Sources ------------------------------------------------------------------------ Voting figures are taken from the "Report on Parliamemtary Elections", 1980, by K F Febey, Chief Electoral Officer. Biographies of elected members are from Bennett and the Tasmanian Parliament website. Scott and Barbara Bennett's "Biographical Register of the Tasmanian Parliament 1851-1960" gives biographical details of members elected before 1960. From 1960 onwards, therefore, I have no biographical information other than date and place of birth, which is given at the Parliament of Tasmania website. Summary ------------------------------------------------------------------------ Doug Lowe led Labor to its third consecUtive victory at this election, improving Labor's position in terms of both votes and seats. This meant that Labor had won 13 of the 14 state elections since 1934, a record unmatched in Australian political history - and without the aid of the gerrymandering that kept Tom Playford and Joh Bjelke-Petersen in power. Lowe polled a remarkable 51.2% of the vote in Franklin, where Labor came close to winning five seats. In December 1979 the Supreme Court ruled the election in Denison to be invalid, and a fresh election was held in February 1980. Labor's vote fell 4%, enabling the Australian Democrats' Norm Sanders to win the seventh seat. The era of multi-party politics in Tasmania had dawned. Labor's long run of good luck ended in 1981, when a bitter dispute over the Gordon-below-Franklin hydroelectricity dam threatened to split the party. Lowe opposed the dam but it had majority support in the Labor Party and the unions (and in the state as a whole). In November a no- confidence vote against Lowe was carried in the Labor caucus, and he resigned. He was succeeded by Harry Holgate. Polling soon showed that Labor was headed for defeat at the next election. Max Bingham resigned as Liberal leader after the election and was succeeded by Geoff Pearsall. In November 1981 Pearsall was forced to resign, and was replaced by Robin Gray, who took a more aggressive stand in supporting the Gordon-below-Franklin dam.
